High-Level Meeting on Somalia Electoral Processes and Regulations

On 29 October 2025, members of Somali Persons with Disabilities (PWDs) and Organizations of Persons with Disabilities (ODPs) met with the Somalia National Independent Electoral Committee to discuss the inclusivity of electoral policies, voting procedures, and regulations. Participants emphasized the need for accessible voting environments and the provision of electoral documents in formats suitable for people with visual, hearing, and other disabilities.
More than 22,000 persons with disabilities have registered for the upcoming elections, with 95% being individuals with physical disabilities. However, due to barriers in accessibility, information, communication, and registration systems, the participation of persons with sensory impairments particularly deaf and blind individuals remains extremely low at less than 5%.
During the meeting, Ahmed Hassan Dige and Mr. Abdirham Hirsi from the Somali Disability Network (SDN) raised key questions on inclusive voting policies and the accessibility of voting locations and documents. The Deputy Chairperson, Mr. Sadiq Abshir Garad, appreciated the contributions of PWD representatives and reaffirmed the committee’s commitment to strengthening inclusive electoral practices. He also announced that follow-up meetings will be organized to continue addressing the concerns raised and to promote an inclusive electoral process for all.
