Public Discussion on Elections Held in Mogadishu

On Friday, 12 December 2025, the National Independent Electoral and Boundaries Commission (NIEBC) held a public discussion on the upcoming elections in Mogadishu. The forum brought together members of political organizations, electoral candidates, voters, civil society organizations (CSOs), and Organizations of Persons with Disabilities (OPDs).

During the discussion, participants raised questions to the Chairperson of the Electoral Commission, Mr. Abdikarim, regarding the electoral process, procedures, schedule, and transparency of the local council elections in the 16 districts of the Banadir Region.

Responding to the questions, Mr. Abdikarim stated that the Commission is committed to serving and respecting all citizens equally. He emphasized that the Electoral Commission will not allow any interference or involvement from government institutions in the electoral process, assuring participants of the Commission’s independence and neutrality.

Representing OPDs, Mr. Dalmar Adow Malin from the Somali Disability Network (SDN) asked whether persons with disabilities (PWDs) would be able to enjoy equal opportunities, free from barriers and discrimination, both as candidates and as voters.

In response, Mr. Abdikarim reaffirmed the Commission’s commitment to inclusion, stating that women and persons with disabilities will receive special consideration. He further explained that political organizations have been instructed to ensure the inclusion of women and PWDs among candidates and voters. The Commission also promised to provide barrier-free access, accessible infrastructure, and inclusive procedures throughout the electoral process.
